Emergency Solutions Program Grant Funds Available

Pierre, SD – February 8, 2013 – (RealEstateRama) — South Dakota Housing Development Authority (SDHDA) is now accepting applications for the Emergency Solutions Grants Program.

The Emergency Solutions Grants Program (ESG) is a federal block grant authorized by Subtitle B of the McKinney Vento Homelessness Assistance Act and is administered by the US Department of Housing and Urban Development. ESG funds are to be used for services to homeless and near homeless individuals and families in these major categories:

1) Renovation, major rehabilitation or conversion of building for use as emergency shelter facilities;
2) Payment of certain expenses related to operating emergency shelter facilities;
3) Provision of essential services related to emergency shelters and street outreach for the homeless;
4) Provision of Rapid Re-Housing assistance;
5) Development and implementation of homelessness prevention activities; and
6) Participating in the Homeless Management Information System.

Applicants must be non-profits or units of local government. Applicants must be in compliance with ESG guidelines and applicable state and federal policies and procedures.

The estimated total funding available for 2013-2014 funding year is approximately $600,000 with 60% of the total funding available for street outreach and shelter operations activities and 40% will be available for homeless prevention, rapid re-housing, HMIS and administrative activities.

While it is difficult to get an absolute account of the homeless, a 2012 survey reported there were more than 1,166 homeless people in South Dakota with 336 of them children. Of the homeless counted, most were white, single males between the ages 26 to 35. Single parent families made up 22% of the totaled surveyed.

The ESG Program is one of several sources designated to reduce homelessness throughout the state.
