In 2014, the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers proposed a rule to expand the definition of ‘waters of the U.S.’ This power grab would dramatically expand the federal government’s jurisdiction under the Clean Air Act, beyond what the Act intended. The proposed rule, commonly known as WOTUS, has the potential to be one of the most burdensome and overreaching regulations in history for South Dakota’s farmers and ranchers by requiring onerous and unnecessary new permits.

Each year the U.S. Department of Housing and Urban Development (HUD) allocates funding for homeless assistance programs through the Continuum of Care (CoC) competition process. In order to receive funding, each Continuum of Care must submit a consolidated application for funding that describes how local activities meet or exceed HUD requirements and are aligned with community needs.

In addition to the set-asides, there is $3,425,000 General Pool funds available for the 2014 HOME applications. The 2014 per project limit is $685,000; the per developer, sponsor, or owner limit is $856,250; and the per community limit is $1,712,500.

Recently South Dakota Housing Development Authority’s (SDHDA) Board of Commissioners approved $1.8 million in Housing Opportunity Funds (HOF) for various housing projects and programs across the state.

The 2013 Point in Time Homeless Count revealed that 1,155 individuals are homeless in South Dakota. This number represents a slight reduction from the 2012 count of 1,166 individuals. Forty percent were men, 32 percent were women and 28 percent were children.
